Peking, July 11, 1910. YOUR telegram No. 101 of the 9th July: [Opium tax at Canton] On the 4th July Wai-wu Pu communicated to me telegram from the Viceroy of Canton denying that new regulations imposed an additional tax on foreign opium, and explaining that certificates were issued to prepared opium shops and smokers, who, after opium had been boiled, paid on each tael of prepared opium, whether foreign or native, a tax of 30 cents. He denied existence of any monopoly. On the 8th July His Majesty's consul-general at Canton telegraphed that authorities were exacting levy from purchasers of raw opium at time of purchase, and that he had protested strongly. The following day I had a long conversation at the Wai-wu Pu, and they telegraphed to the Viceroy. I said that I heard that system was to be extended to Swatow. I also mentioned substance of your instructions in your despatch No. 211, and asked them to name a delegate to discuss question with me, adding that my attitude would be influenced by treatment of foreign opium in Canton.
